is a Shelter The "Shelter"
program allows to the foreign manufacturers, a
rapid access to the advantages of operating under an Off-shore Manufacturing Operation
(Maquiladora scheme) without loosing control over the manufacturing processes,
without performing costly investments and without having legal presence in the
country.

Shelter plan is used in Mexico by important transnational companies such as Philips,
Siemens, Sumitomo and ATT, as well as small and medium producers from the US,
Japan and Europe. | |

Shelter operates with a contractual relationship between the foreign manufacturer
and the Shelter operator, by which, the operator
is obligated to have a Mexican company with a maquiladora program and to supply
industrial space, direct labor operators, technicians and engineers, as well as
administrative personnel to perform the activities from an off-shore manufacturing
plant such as: customs, accounting, environmental,
human resources and maintenance among others. |
The customer concentrates in manufacturing and the Shelter operator in the daily
operation, administration and legal issues of the plant.
Companies from all over the world have established
their operations in Mexico to produce parts, components and final products
by taking advantage from the qualified direct labor in Mexico, from its strategic
location and the different commercial agreements that the country subscribes with
the US, Canada, Europe and LA among others.

number of employees varies for each company depending
on how long it has been operating, the growing plans from the parent company,
the size and type of operation. Some of the labor
intensive operations run with at least 600 people, while highly automated operations
work with a smaller number of employees, 200 for example.
